Perhaps there could be some sort of negotiated give and take from the government and TV providers. Allow them to broadcast 3PM Saturday matches in exchange for not broadcasting after 7PM Friday-Monday. That would alleviate a lot of the headaches for traveling supporters.
I think the only realistic way things might ever change would be for restrictions to be implemented at a governmental level, a la the 3PM blackout and away ticket price cap.

Arsenal, Brentford, Chelsea, Palace and West Ham are all scheduled at home that week. If none of them have their match rearranged due to playing in the Cup final, it's pretty easy to see some of those games are getting moved to either Friday or Monday for policing purposes.
