Just read that article and came here to post exactly that. Why on earth would City voluntarily drop this without a quid pro quo?

And waste 10s of millions in the process mate, only logical explanation is they cut a deal. The reporting of this is purposeful also, media wise it’s pro PL, City will get a lenient punishment now guaranteed.
