Maybe they are going to board up/seal off the Lower Bullens to reduce capacity - the same way the old Park End was sealed off in the middle. That's what I would do to reduce capacity. There are better views in the Upper Bullens and Paddock if... -

We need to learn lessons off others. There's a real opportunity here also to get daylight between Everton and Liverpool on this and grow at their expense. My concern is that there'll be a headlong rush into commercially sweating that dock...
