Never seen the lad kick a ball. But looking at the nerd graphs, it seems were definitely, and wisely in my view, prioritising players who can progress the ball.

Nobody is every being punished again for PSR. This has been very obvious for some time. They're not dealing with City as they're trying to find a way to not punish them.
