I can only speak for the Southport line, but I'm 100% certain every Sunday during the summer they run every 15 minutes. I can see Seaforth station from the street outside my house, and I was using them yesterday; every 15 minutes they were running.
I asked Merseyrail (1) if there would be a 15 minute service on the Sunday and (2) would the Old Hall St. entrance to Moorfields be open . Answer to both was 'don't know ' but they are aware of the event. o_O
