My understanding is that we also cant sign more than 4 players on loan per window. But its very limited and possibly wrong.

Can have 6 loans total as per FIFA rules. That could be 6 international loans with 0 domestic loans. PL rules say that you can have no more than 2 domestic loans though. So if we had 2 domestic, max of 4 international. Or could do 1 domestic...
