Even beyond the actual purpose of these sanctions, putting pressure on Putin, Abramovich and Usmanov are two very high-profile Russian figures in the minds of the UK electorate.
Targeting them would go down well with a decent chunk of the population who want to see this government do something major... and basically any supporter of the other 18 Premier League clubs.
I think it'd probably be a vote-winner to go after them - and if Johnson does anything, it's scramble for popularity.
