That's the reason, and correct because all lapped cars are let through, or none.

Masi literally decided the Championship by disregarding the rules, just as he did last week. Corruption.
 

Quite clearly just made up the rules as they went along these last 2 races for the sake of the cameras.

Let's not forget Verstappen got a meaningless penalty last week for slamming on the brakes in front of another car

It has made a difference in the sense of the time needed to complete the process was dramatically reduced; this alone allowed the race to restart.

If they'd took the option of leaving them in position, as they originally stated they would, or let them all through, the race result would have been different.

They obviously just wanted to avoid ending the season under a SC. They've then made the decision to let the two leaders duke it out for a lap in a sudden death to decide it.

As soon as they changed the rules on the fly Verstappen had it won. Was ALWAYS going to pass was never in doubt due to tyre difference.

Which is fair enough. To do that then, they could have started with Lewis where he was and the cars in between as per the precedent - that or let them through.

It's the issue that they have made a different decision going against all precedent to facilitate it; also, knowing that Max would definitely overtake due to tyres.

But that's not how having rules and protocals in place works. they've ignored the set up so they could have a big show-off which was always going to be a verstappen winner.

If it finishes under a safety car then it finishes under a safety car, Latifi gets blamed. (Latifi who while fighting for what, 14th, has just cost a man the title). It's absolutely corruption at its finest.
