That would have to be a non-closed shop, so it would also generate an overhaul in Scotland, without the Old Firm.
Theoretically, promotion to the Premier League would have to be open to all/other Scottish clubs, and that means integration of both countries leagues, right through the tiers.
Of course, you could just invite Celtic and Rangers in without any of that, but that leaves a new Premier League open to accusations of hypocrisy and double standards.

Then there's the possibility of facing each other in the League Cup x1
Then there's the possibility of facing each other in the FA Cup x1
Then there's the possibility of facing each other in the European Super League in the knockout stage which I'm sure would be a 2 legged affair I'd assume so x2
So there's the potential to have to face a domestic rival 8 times in a season which would be ridiculous. At a minimum they'd be facing each other 4 times.

20 years ago I'd have been fuming about this, I'm not sure I'm really all that bothered if it happens (I dont think it will as it happens).
I dunno if that says more about football being less important as life takes over or if its 20 years of stagnation by Everton.
