City, RS, Spurs all had committed to their managers, United and Chelsea at the time were still behind theirs and Chelsea wouldn't have gone back to him anyway, Bayern weren't going back to him, Dortmund don't hire retreads, PSG wouldn't bring him back, Madrid ditto, Barca wouldn't hire a Madrid manager, Atletico have Simeone. The big Italian clubs were probably not going to be hiring him, maybe Juve or Milan might have but he had just gotten sacked by Napoli which is a club those two look down on so would the supporters have liked that? My guess is no so it wouldn't happen.
At best he could've tried to go for the United job had OGS failed, which he didn't, or hoped an Italian side fell for his record. His options were obviously limited.
