So given all the undoubted economic benefits that will come with construction I'm sticking my neck out and saying central government would be in favour of this and give the go ahead.
So that leaves the likes of Heritage England and UNESCO to object. Who would have the final say?

Its the objections of these that will be taken into account as part of the planning officers report, leading to a decision on whether it is called in or not.

Heritage England have already said if the benefits outweigh the (so called) damage then so be it. They just wanted the SoS to look at it. UNESCO can't stop it, they could remove the city from the list of world heritage sites though. Boohoo.
