the Police will just allow it, no one will say anything, the media will ignore it, and COVID19 will have a field day. But it will be worth it because this means more and they deserve a special dispensation.

I suspect there'll be growing calls for his and the response by Merpol and their suitability to police the event will be questioned. SGSA will need to be convinced.
 
All football related celebrations in the city take place at St Georges and not the Liver Buildings. This was deliberately planned to target the Liver Building because Moshiri part owns it. It'll get brushed under the carpet like all their other actions most notably attacking Man City's coach, until some one or some club takes a stand against them and their fans behaviour.
