I suspect they're still in the process of securing full finance options and the time from the planning submission to planning approval will see financing fully secured and then confirmed.

Is it the same information that the rest of the public have been privy to or something else? Not having a go, just genuinely curious.
If it's the latter then fair enough, if it's the former then I just see that Dave has drawn a different conclusion than you have, from the same information.
