if Ancelotti is going to happen, nothing will be announced surely until after the EFL Qtr Final tomorrow. This gives time to sort out details with Napoli, as well as satisfying the normal assurances on staff / budgets that Ancelotti would naturally want. There’s no guarantee on anything, but as far as showing the right ambition is concerned, it’s a big step in the right direction for us.
There is nothing to sort out with Napoli...they sacked him so he's a free agent. Whatever severance money he gets from Napoli is nothing to do with Everton. Its not like we tapped him up or nicked him.

There could be in fairness Steve, as they might have put him on gardening leave with a final settlement to be agreed when he finds a new position.

The Sky Italia article:

All done between the coach and the English club for an immediate return to the bench after the exemption with Napoli. 4 and a half year agreement. Now Ancelotti will have to talk to De Laurentiis to get rid of the previous contract, but the transition should be a formality. The first in the Premier will be December 26 against Burnley

Carlo Ancelotti will be the new coach of Everton . During the night between Monday and Tuesday, the former Napoli coach found an agreement with the English club, today sixteenth in the Premier League with 18 points after 17 championship rounds. This is a 4 and a half year contract. The staff will be the same as his last experience in blue, with his son Davide as deputy with Duncan Ferguson, current interim coach. Today, or at most Wednesday, Ancelotti will speak with Aurelio De Laurentiis to get rid of the contract with the blue club, a step that should be a formality, given that the agreement between the parties provided that the coach would be paid by Naples until it found a new destination. Everton, on Saturday 21, will face Arsenal, but Ancelotti's debut will take place against Burnley on December 26th. The first of January will challenge his friend Guardiola, while on the 5th Liverpool.
Eight years later, the return to the Premier League
Ancelotti could thus return to the Premier League eight years after the last (and so far only) experience with English football. Duration two years and passed for the Chelsea bench , challenge accepted in June 2009 after eight seasons at the helm of Milan. With the Blues of Roman Abramovich the Reggiolo coach won Community Shield, Premier League and FA Cup debut, thus becoming also the first coach in the history of the club to win the double Premier League-FA Cup. In the Champions League, however, the team's progress stopped in the round of 16 against Inter by Mourinho, who then won the competition. A score that Ancelotti and the team did not reply in the following year, closed with 71 points - which at the time became the club's negative record over the years with the Russian driving magnate - and without trophies. A journey that pushed the Chelsea leadership to the exemption. After the London leg, Ancelotti has coached Paris Saint-Germain, Real Madrid, Bayern Monaco and precisely Napoli. Now the doors of the Premier are ready to reopen for him.

From punitive retreat to farewell: the last month in Naples
An adventure that started in the summer of 2018 with the 007 style photo together with the patron Aurelio De Laurentiis and ended after a 4-0 victory in the Champions League, just that competition in which Carlo Ancelotti is still the only coach so far able to bring at least one team from each of the 5 main European championships to the round of 16. Carlo Ancelotti's path on the Naples bench closed on December 10th, but the first, concrete squeaks in the relationship between the coach and the club date back to November 4th : a 2-1 defeat at the Olimpico against Roma and a withdrawalannounced by the management in view of the Champions League match against Salzburg. Ancelotti accepts but does not hide his disagreement. Three days later the team drew 1-1 against the Austrians and at the end of the game decided to stop the retreat, which instead coach and staff continued at Castel Volturno. The rest is recent history: comparisons between teams, technical staff and society, finesdelivered by the management to the players, the benches reserved for captain Lorenzo Insigne. On the pitch that Napoli able to get 16 points in the first eight days of Serie A had given way to its unlit and insecure version, dry of victories from the ninth to the fifteenth day, for a seventeenth place journey. The farewell with Napoli to make room for Rino Gattuso was the last act. Now Ancelotti is ready to go back to writing his story. From the blue of Naples to the blue of Everton, passing in a few days from Serie A to the Premier League
