From everything that's been posted in the thread I'm gonna say its because he doesn't qualify for a work permit if he is on loan. Different ball game if we pay £30m+ for him

He won't meet the work permit criteria because he hasn't played for his country. There needs to be a fee to bump up the points he has to qualify.

Has he only played friendlies then? Sure I've seen him play for Brazil.

It puts whatever our budget is into some perspective if Barcelona have to take out a loan like that.

Transfer season is a very difficult balancing act between ins and outs, 1st choice signings and 3rd choice signings, when you hold your cards and when you deal.

I don't envy Brands at all.
