I know public consultation is required on certain aspects of planning, like amendments to conservation area or amendments to a grade listed building.

I’ll admit planning isn’t the top of my list but I’d be interested to know what regs that fell under

Next survey is "Shall we keep the name Everton Football Club?". Should take about 3 months to organise survey and a further month or two for the results. Unfortunately this is a vital stage of the application and planning process and thus no stadium design or further details can be announced before these results are published.

Its all the same process for both private individuals and businesses. Depending on the scale of your project, it will determine the extent of consultation and surveys required. One requiring 55/60 thousand people entering/exiting an area over a fairly short period of time will require extensive consultation.
