This could mean one of two things:
1/ the club are actually in a position to get that past planning and able to secure funding for a stadium of that size (in other words, it's very hopeful things will be green for go)
2/ it's an announcement meant to deflate the fanbase and gently row back from a commitment to this scheme citing fans being underwhewlmed by what's possible at BMD.
That 62k option is a bit of a get out of jail card.

I dont get the angst over capacity. Its much more important to secure an iconic, well built stadium on a site of such global importance. Revenues will flow from it regardless. And Everton couldn't sustain home gates initially of 60k with likely ticket prices in 4 years time.

I've said in the past that 55k would be appropriate for Everton. It's a little short of that, but look at stadiums like Juventus new one and the atmosphere generated there.
