There would definitely be some who would question why the council should loan the money if Usmanov was on board but the loan is a good deal for all parties. The council would be stupid to not do everything they can to push it too because it would almost certainly mean big investment in the Liverpool Waters project, something Peel aren't likely to do. Russian money being invested may raise eyebrows but London has shown that the government really don't care about that.
