Recent examples of sammy’s shoutyness from the touchline:

‘Go ‘ead mate!’ ...’Nice one, laa!’.......’Gerr-in-ter’em!’......’k’off ref!’

amongst other similar pearls of wisdom gleaned from the coaching journals of the infamous ‘boot-room’.

Do you think he's made that much of a difference?

It's hard to tell, but you would say the constant badgering and cajoling from the touchline would have brought something out from the players and at least made it harder for them to be in the slumber that they appeared to be in most of the time.

You have to look at Koemans record at Southampton and he had two fairly consistent seasons, (including the odd bad patch in each) so you would have to say he brought something to that team. He seems like someone who would give the players a pat on the back where the Ronk just gave the cold shoulder, so perhaps it made for a better atmosphere? All speculation and assumptions though.

..coaches like him want to instruct players in every situation but aren’t able to shout instructions through the noise of the Premiership.

I remember somebody criticising Lee when he was Reserve team coach at Liverpool for continually playing himself and blocking a place for a youngster coming through. I’m sure it was because he could bark instructions and run the game from the pitch.
Must be hard to let go if you were a player at that level. Especially if you think (a) player(s) are making basic errors in positioning or exploiting your opponent or whatever.

At this moment in time, it appears to be working or at least not causing harm. So for me, I'm ok with Sammy Lee after being somewhat perplexed by the coach even considering him as a coach.
