It usually means Peel now know we have the bulk of the financing agreed. Lose track of all this over the months, but I recall that we bought some of it anyrate, but the whole site would be conditional on Peel knowing they will get the rest.

Contracts I would guess. Like when you buy a house. Lump the deposit on, solicitors agree a mortgage sorted, so exchange contracts then buy/build the house/stadium.

We were actually further ahead in Destination Kirkby than we are with this, and that fell through.
