He said the same thing in August last year.
He hasn't mate, the mantra has always been not for sale - passing it down as a legacy/inheritance to his family etc

Likes a pasty after a session?Just seen him in the greggs in L1. Asked if he was buying us and he called me a "scruffy little ming" and said he's nailed me ma. Make of that what you will.
Usmanov would spunk loads on Arsenal if he could, he's made that clear in the past, but he won't put a penny in when he has no say in the club whatsoever, he and Moshiri went there to try and oust Kroneke, even winding up the fans to try force Kroneke out, Kroneke will never forget that. What has Usmanov ever shown in terms of being a capable owner other than not being Kroenke? Trust me Kroenke is an awful owner on both sides of the Atlantic, but just appearing unjustifiably better than him is not a saving grace I'd wish for.
I'm sorry, I think that was me. A bit of a rough night and I was being very unpleasant.Just seen him in the greggs in L1. Asked if he was buying us and he called me a "scruffy little ming" and said he's nailed me ma. Make of that what you will.

They are arch enemies at that club, they wouldn't share a pizza nevermind any power at Arsenal.
Obviously that rumour is just a rumour...Rumours now that the rumours have been released by Arsenal so that the rumours about him buying Everton will be seen as rumours!!
One thing I will say on all this is that if it ever came to pass (Usmanov here) then it would be an act of quite extraordinary loyalty and, pardon the soviet-era pun here, comradeship by Moshiri towards Usmanov. Not to mention a brilliant execution of strategy and business engineering to pull it off.
And that too, is what makes me skeptical. I don't see Usmanov coming to knock his trusted friend and advisor off his perch here. Moshiri would be back in the mould of Usmanov's fixer and lackey. The man must surely have his own professional pride and independent ambition.
Aside from the obvious impact on Everton, it is interesting if not fanciful to speculate. Usmanov buys in and what then? Moshiri tells Jim White it was an offer too good to refuse? He becomes Chairman I assume and finally the mass purge begins at GP/FF to strains of Farhad's laughter. At least we would be rid of Boys Pen Bill and Suntan Bob.
Dreams dreams dreams.
If Usmanov comes to Everton it wont be 'to knock his trusted friend and advisor off his perch.' It would have been the strategy all along and no doubt involved Moshiri and the stadium/Liverpool waters incentive.
These two are close partners, they will have discussed the Everton opportunity and plans for Usmanov (if any).
Ignore the colours of football (and add a huge leap of faith) is this a win-win for the billionaires?
Kreonke pays a bit over the odds for remaining AFC shares. He then goes dark ops with their financials etc. Controls a major English footy team and all that brings.
Usmanov gets a slight premium for a lame investment. Buys EFC and gets involved with a £5bn development along Liverpools waterfront. He gets to own a modern stadium and a major English footy team and all that brings (along with potential dark ops on our own finances).
It's like Game of Pawns or something.

And a new stadium and upgraded Finch Farm.Lots and lots of money to spend on top managers and top players.
And apparently a lot of the financial heads are planning on leaving Londons financial district looking to set up elsewhere, (read it somewhere, will have a look for the link), so could potentially be Liverpool with the whole Liverpool Waters project.Exactly
Why Everton
Why not Wes Ham or Newcastle or Burnley Etc.
Because Liverpool Waters is the prize they want and we will be willing beneficiaries of all that it brings.
Floor to ceiling windows on all 4 sides of the top floor of the Liver building are probably already measured up.
Either way I don't think Usmanov wants to doom Arsenal even if his intentions are to sell should Kroenke not part with his shares. I'd wager he has at least a touch of sympathy towards the fan base.
