We keep assuming if he goes on loan it's to the Championship...but what about a loan to one of the promoted teams? If he's good enough, or almost good enough to be in our team, surely he's good enough to play significant minutes for a club in the bottom half?
I'd say that's a little bit risky after what happened with Galloway last season, when the pressure's on to get results managers would probably go for experience rather than a mercurial player like Dowell. Europa league games this season or a loan to the Championship would do him more good imo.
 
If he doesn't start this season then Koeman is a joke! Should have had some game time last season!
He was poor last season. So poor that Unsworth opined it was due to a growth spurt. Still feel he's too lightweight for the top division. He'll probably be at Sunderland next season. :). Cracking goals though.

But could he be with Everton this season to get a run in European League and as a sub in PL?

2 friendlies against poor opposition Dave, next Thursday will be his true test, in a competitive game. He scores again or plays well enough in both games then he may well earn a chance in the league opener

He played a EL match two seasons ago and looked a thoroughbred and a cut above even then.

You either see it or dont. The lad has it in him. No question.
 

Then why didn't Martinez play him more? Or send him on loan to prove it?

He was going to and Dowell got hurt. Martinez rated the boy big time.

Kieran Dowell has both the ability and mental strength to handle a Premier League debut tomorrow, says Roberto Martinez.

The 18-year-old Academy product looks set to be named in the squad for Everton’s game at home to Bournemouth at Goodison.

Dowell has been in scintillating form of late and bagged a brilliant hat-trick for the Blues’ under-21s against Leicester City’s second string on Monday.

The playmaker made his senior bow in last season’s Europa League dead rubber against Krasnodar but is being lined up for his Premier League debut this weekend.

Dowell was part of the first-team squad in pre-season but an ankle injury curtailed his progression.

But Martinez says the timing is now right for his top flight introduction.

“When you’ve got some young players of the quality of Kieran you only feel that it is making sure the time is right to step into the first-team.

“He started pre-season really, really well.

“The two games he was involved he looked up to speed for the Premier League but he then picked up a nasty injury and it is now that he is picking up the level again so I have no worries whatsoever with Kieran.

“It is just making sure it is the right moment and the right opportunity to give him that Premier League debut that he’s earned.”

Dowell has regularly trained with the first-team this season and Martinez says the way he adapted to those sessions was also important.

“As well (the right time), it is how he reacts towards being around the first team,” the Blues boss added.

“Kieran, the biggest strength he’s got is his mental strength, it is really, really good.

“Technically, we all know that left foot is very special but I just feel that the players we have now in the system is not just young players that they appear, they are young players that have been given a really strong programme and everyone that comes into the first-team is because they are ready to play and ready to help the first-team.

“Kieran is one of them as well as Matty Pennington, Tom Davies, Callum Connolly, they have already been involved in the first-team and the others who we feel are very close.”
 
Loan him out.

Not one top team can have a player who goes missing for 90% of the game, he needs to prove it elsewhere.

He was anonymous in the u20 WC final and was rightly subbed and we're playing a few levels above that.
