If within 15 days of the last game of the season RL gave notice under Article 17 of FIFAs rules dealing with the status of players then he is technically free to talk to any club even without Everton's permission. On the other hand if he didn't give such notice then unless Everton have granted permission then he or indeed anyone acting on his behalf shouldn't be talking to anyone. That said all clubs do.

He's worth that to us, just like Gylfi is worth £40m to Swansea.
