All depends on their plans for Wrestlemania now....Can't see Ambrose being in the title match at Mania, so any title reign he gets would be short lived....
Reigns will definitely be in the title match at Mania, so maybe he gets the belt now instead of being the challenger at Mania (the roster is so weak right now I don't see how they keep the title off him for 4 months without making him look weak too)....then they have till the Rumble to decide who faces him at Mania (Lesnar, Owens, Cena)....
If they put the title on Reigns as a face, it'll be a total disaster.

I don't think it will be a disaster. It just won't change anything business wise and will be a missed opportunity to shake things up and change something that patently isn't quite clicking.
Fans don't generally mind Reigns. They just don't want him as the top face doing Cena-esque promos.
Cena will be back at the end of December anyway, so he'll likely 'Big Foot' Reigns' reign if Reigns is a face.
No they don't, they are useless. They are dying out not due to a predator but because they can't be arsed to mate.

Reigns promos aren't cena-esque though....cena is really good on the Mic (its just his character sometimes is hard to listen too)....Reigns has zero charisma on the Mic right now....

I don't think reigns as a heel works to be honest. He is in essence the perfect face, just pushed far too quickly alongside the infamous cena. also cena all this time and reigns would be more over.
It's going to be either a Ambrose heel turn to win or perhaps he loses and helps reigns win in the final.
Or......He helps reigns win (as that is the predictable outcome here) then on raw he turns on him for whatever reason they give him to. That way he can fight for the title and keep it occupied before the real program starts again at the rumble.
I'd still prefer a wyatt title run though, just the old school taker fan in me.
