You say it as if it's a concious decision he makes not to stop the ball but to do a star jump instead. The reason he'll be doing the star jump is that he'll be trying to make himself as big as possible cover as goal as he can. Statistically this is probably a better tactic than trying to decide where the shot is going and filling that gap as Strikers these days aren't as predictable as they used to be.
It could also be that his main problem isn't actually the 'Goalkeeping' aspect but reading the attackers intentions in which case again, the star jumps is probably the best way of trying to cover as many options as possible. Perhaps a few sessions with a body language expert might help him be more confident when reading a striker?
