Because it's relative sale value to Everton. Lukaku was unwanted at Chelsea, Besic came from a lower league. Their value to Everton is much more than previous clubs for those reasons.
Think about it - just because we bought Lukaku for £28m doesn't mean we'd accept a £28.5m bid tomorrow.
