So they’re assuming a currently ‘illegal’ / non permissible ratio.
Maybe that 62k is the max pack for the space in the concourses and access / egress modelling so the stadium ‘could’ take that number if the legislation permitted. I certainly recall that being intimated if not expressly stated.
