There would probably still be height planning constraints due to the proximity with the historic Stanley Dock Warehouses. At a shareholders meeting, Colin Chong intimated that he thought that these "might" be less onerous for an established venue that's seeking expansion. At the same time, he also said that he didn't think that the safe-standing ratio would ever be increased, but again, that followed questions regarding the choice of just 750mm treads in those areas (when the initial plans were 800-850mm). So, it could've been to just bat off those questions.
 

To increase what we have at BMD to what is bandied around on here, 52k to 62k, is an increase of around 20%.

So what is the purpose behind the increase?

If it's for revenue all TFG need to do is increase ticket prices by 20% then the same effect is reached with no expenditure.

However they first need to know if 52k can easily be filled match in, match out, season in, season out.
62,000 people buy more crap than 52,000, so your 20% ticket price increase won't match the 10,000 blue-sauce hot dogs and sundry tat the club want to flog to unsuspecting foreigners.

I think we'll have no problem filling the stadium. If we cannot fill it in a few years, the Friedkins will have failed massively because any success for us at all will add thousands to the gate.

They would also need to know that the fanbase could afford the uplift.

There wouldn't be an extra £100million added to the borrowing if they went for 62k capacity.

But if we are saying 52k is enough for us and future-proofs us, nah, not for a moment. Not if we return to anything like the top table. Moderately successful clubs here in Germany, such as VfB Stuttgart or Borussia Mönchengladbach have bigger stadia than us that sell out week-in, week-out. If we have success, we won't be able to meet demand. Nice thought, mind...

I am saying to get the revenue of a increase to a 62k stadium could be that they increase ticket prices by around 20%. The benefit to the club is not borrowing £100 million to do it.

But you're still missing that extra 10,000 daytripper/tourist market and all the merchandise they buy. As we've seen with the Friedkins, borrowing 100m isn't prohibitive for them. It murdered Moshiri.

And that 10k would be the first to not turn up when there isn't a CL / PL / FACup parade every season.

Perhaps - but if THAT is the real fear then the Friedkins are not particulary serious. To be fair, it was the Moshiri-Kenwright regime that made the 53k call - and it spoke of their half-measures, lack of belief, limited vision and resources.
