The Premier League couldn't care less about the 'irrelevant 13/14' teams that make up the numbers. If their favourite 6 or 7 are occupying the top places it maximises the value of their product (and if some of the smaller, interchangeable teams happen to finish up the top end once every now and then, well then they just sell that as "the unpredictable nature of the most exciting and dramatic league in the world").But the Premier League wants us in it.
