Is that the DOF or the managers issue?

For me it's largely down to manager. We all know Everton are in dire financial shape which limits the players we're able to approach. If the manager then insists that the player have PL experience or they won't get a match it shrinks that player pool even farther just in number of players available that meet that criteria and then even farther again because PL experience also costs more money.
