Scrap qualifying games for teams who regularly get to the tournaments.

Have qualifying games for the minnows for the remaining places. Then include more teams in the tournaments.

That way you play league games when you would have had international breaks so the season ends sooner in tournaments years.

Rightly or wrongly I suspect international football means less to the average Everton fan, because the average scouser has a slightly detached attitude to Englishness. Or at least that's the impression I tend to get!
