Why no mention of Philip Cocu?

My knowledge of dutch football is close to zero however the name De Boer is currently unavoidable to most Everton fans so I've just done a tiny bit of research on it.

Cocu manages PSV and has won the league for the past two seasons beating De Boer's ajax by 17 points in the 2014/15 season. They also knocked Man U out of the group stages of the champions league. He's played over 200 games for barcelona and over 100 for his country.

Why is De Boer's name mentioned over his?

The Man U and man c managers name would not get thrown straight into the hat because of league position, methods will be looked at, whether it's a good fit. Different aspects.

Decent player. Used to buy him when I could as I think he was able to play both DMC and DML back in the days of wing backs.
This is around the turn of the century so he may have slowed a little, probably similar to Barry
