It's all part and parcel of the same thing. Owners should have the debts secured against personal assets if used to buy a club. Debts related to clubs should never exceed a given amount that you would expect a typical club to survive with and not go bankrupt for. So a PL club will be around say £50 million. If the club wants to spend more then the owner has to pay off said debt at the end of the season to make room.

Highest priority thing though is salary cap. Agents fees need to be stripped right back to being 1-3% not nearly a quarter of the transfer fee in Raiola's case for Pogba. Until this is done then clubs are at the mercy of being picked apart by owners who more often than not come out smelling of roses.
