Yes and that's not it. I heard it at least twice during the Cardiff-Sunderland game today. It's three or four lines repeated. Something like this (best I can do):

Da-da-daaa-daaa, da-da daa, da-da-da-da (rising in pitch), da-da-daaa-daaa-daaa (repeat).

It has to be the refrain from a hymn or some kind of patriotic song as, like I said, I hear it during almost every game I watch.

if it is the "by far the greatest team" chant, then it's based on an Irish song called The Wild Rover (not to be confused with The Irish Rover) and it goes like this...

...you just replace the "no, nay, never" bit with "Everton FC" or something
