I was listening to Talksport earlier, and one of the journos was saying that Wenger always does his buying in August because of the savings on wages.
Thinking about it, Man Utd have 3 or 4 players already at an average wage of, say, 75k a week. Between July 1 and Aug 31 that's a cost of £3 million in wages alone and is probably greater than our complete transfer budget.
The upside for Man Utd is that the newcomers will be more settled and integrated in to the Man Utd way, plus Fergie knows that they have had the pre-season prep that he wants them to have.
