Should happen but won't. Hopefully will bring around an AFCON rule stating injured players are not available for the time their team is in the tournament

Yep (didn't see this thread so mentioned it on another WHU thread)

Breaks FIFA rules but gets fine rather than booted out of the cup, like everyone non-PL would be.

Doesn't seem like the punishment could have been any weaker. Very lucky to have gotten away with the Tevez Mascherano affair and this with financial penalties that are outweighed by their cheating.

If I'm reading that correctly, the fine is less than the prize money they got for qualifying through that round. Complete farce.
