Website design

Hi y'all
Got a friend at work that wants to design a website for his missus business (cake design and making etc) He wants to do it to keep the costs right down, whats the best way to go about it? Design tools? Or possibly someone to do it for him in return for an advert on the web page?
Any help appreciated

spoke to him again today and the reason he wants to do something is more in line with pictures ofcakes etc (suits blue) . his missus gets plenty of inquiries through word of mouth etc but is then trying to respond with piccies in a email. so the site isnt really for pulling business in.... more a place to see her product instantaneously. she only really does it as an extended hobby rathan than income/business
