So Chelsea loan him to AC Milan for 2 years in the summer. Atletico Madrid were interested but didn't want to pay a fee.

Then Milan decide they want to sign him on a permanent deal in january ... and loan him to Atletico.

Some weird contractual thing going on?

I think the only way Milan can get rid of him is buy signing him then loaning him out as there isn't a chance Chelsea would want him back in case a deal with Atletico falls through.
