Transparency needs to be extended beyond just time keeping. The communication between officials should be recorded throughout the match so reasoning from decisions can be accessed post match. Would (should) help against backchat from players as any swearing at the ref or whatever can be retrospectively punished, since very few cards are dished out for dissent

Rooney would be banned every week. I am a casual rugby watcher but in the World Cup the refs had chest cams and microphones and seemed to work well, can't see why football seems to be the only sport fighting against technology to move forward.

same reason there's no transparency at any level of the game...$$$$$$$
 
1) timekeeping maintained by 4th official and linked to stadium clock.
2) Mic up the ref like in Rugby Union.
3) make the ref do a post match interview / explanation of key incidents. This is my biggest bugbear. They make outlandish decisions then leave it to the pundits, managers, players and fans to try and figure it out. Meanwhile they get to drive off to a Bieber concert or whatever.
 
With technology these days, and smart watches etc, i have no doubt whatsoever that the referees watch can be shown on the large screen.

Whether that would lead to greater time wasting, knowing exactly how long to hold it for etc, I dunno.
