I don't think there's any doubt that there are more tactically aware managers than Moyes. Or even that a new man could get more out of the current group by using better tactics or motivation. The problem is what happens over the next couple of seasons when players retire, are sold or loans end. Moyes biggest strength is his ability to bring in bargains and misfits and get the best out of them. I would say that is more valuable to Everton in their current situation than a tactician who may not be as canny in the transfer market.
Of course the ideal situation would involve Everton getting the much needed investment then we can finally afford to be picky about our manager.
gotta be honest in a couple of years when neville, cahill, distin etc. retire, we dont need to buy too many, we have a wealth of talented youngsters, they are hopefully gelling well as a team in the ressies/u18's, you look at barkley, duffy, garbutt, rodwell, fellaini, coleman, gueye, vellios, green etc. they have a lot of years ahead of them, hopefully with us, if not the worst scenario is we get a lot of money from their sales to fund new signings, we just need a manager at the helm who would like to take a risk on them every now and then
