If you read the website, it actually says any visiting supporters should head to entrance on block B...

I don't know if the translating team or me, are reading that wrong, it could be that all fans enter via block B, or could be that Everton fans should go to Block B.

The Official Everton End is Block A which holds just over 1,750
Block B I am informed by someone in Split will be an overspill Block for Efc fans who have bought in home ends.
Similar to what happened at Lille, Wolfsburg and more famously Nurenberg

As far as I follow this it says the general sale will start on Monday the 14th of August if until then they don't sell out.
I was there for their last EL game against Brondby and it was a bit different than this time.
In the 3rd round as a non season ticket holder nor member you could get tickets in front of the stadium from the first minute they started the sale. That was how I bought mine.
The online sale was like this time just for members and season ticket holders. But the others didn't have to wait 1 week for general sale. Against Brondby the stadium was sold out within 2 days.It doesn't look bright for you guys who want to come to Split without a ticket bought from Everton with a lot of away credits.

You say the Brondby hammer was sold out and yet the attendance was only 30,000 when the capacity is 35,000. How can that be ?

At first there shouldn't be any spectators because of Hajduks holigans. The club was fined to play in front of empty stands, but the fine was lowered and in the end I think, they just had to close some sectors.

Here it says sector U wasn't on sale, A was for the away fans who didn't fill even a quarter of their sector. B was empty for safety and some seats were left for last years season ticket holders
 
Tickets for most Blocks can be bought online now - 100kn for Block U cheapest.

Block C can be bought online print at home for 200 + 10kn print at home fee, you can select your exact seats seat number 1 onward being closest to Block B (which is not available to buy online, so either it is being left empty for segregation or Everton are allocated it)

To do so you need to become a member and pay 100kn (about £12) - go to Membership section login on main site and click the third option along to registration and membership and create username/password, then fill in personal details, passport and email etc and will take you to pay box - for credit card, once you get your membership your account page immediately allows you to download the code to buy a match ticket.

follow instruction to ticket page for Everton game and select section then pick seats and at end you type in your 6 digit code and then pay by cc, it immediately lets you print off ticket.

total costs for Block C 310kn which is around £37

if you are a mingebag wait til 14th August and avoid the £12 membership fee
