What should be done to ensure that it closes the gap on La Liga in terms of European performance?

I don't have any ideas on how to close the gap between ourselves and Spain

not geographically anyway

The fundamental obstacle might be the competitiveness of La Liga vs. the PL. With two teams dominating La Liga, they're essentially just fighting each other for dominance with the odd exception (like Atletico this year). Whereas we've got 4-5 teams a year fighting for it, plus a couple of tough domestic cups against often stubborn opposition. I don't know the Spanish leagues/cups too well, but do cup upsets happen that often for example?

Given time, plate tectonics might sort that out.

Anyway, back to the question

Not sure that much needs to be done, I suspect these things just go in phases and some time in the next 5 to 10 years it'll swing around again.

I think it'll be Bundesliga's turn at the top of the tree next

or perhaps the frenchies, whose division is called L' Premiere Ligue I think
