So we've had three international managers and a man who went to one of the most succesful clubs in world football and possibly the next Scotland manager as our last 5 full time bosses?

It depends, maybe not.

Everton could stop him from working if they wished and could continue to pay his wages.
Realistically a compromise figure will have been agreed, paid by the club and allowing Koeman to work again.
