Not strictly correct, its a combination of that and the UEFA Club Licencing rules. But still its about 50% of the reason Sunderland and others are cutting back.

With regards to Sunderland, with the lad there going to Liverpool and Bent going to Villa both for big money I thought they would be financially secure at the moment, the debts must have been large to begin with there. They were woeful over the final 10 games or so....A slow start to the season could see Bruce go perhaps. You just can't see anyone outside of Chelsea, Spurs, Red sh1te, United and Arsenal spending much in the EPL...
