Couldn't disagree more. Music is a primal, visceral thing. Get up there and do your thing, say what you've got to say. That's the beauty of punk etc. Virtuosity is admirable and everything, but it isn't remotely necessary to make a righteous noise, and often makes for dreadfully boring music.
