So as far as I can tell, Lazio are the main wrongdoers here, and have been fined $40,000, whilst there own player, who wasn't involved, but simply didn't report it has been banned for 6 months? Um, wtf? How does that work???

The Serie A club have been fined €40,000 for their involvement in the fixing of two fixtures at the end of the 2010-11 season, although they will not be docked any points, as had been suggested.
Genoa, who also risked a points deduction, have been absolved while third division club Lecce have been fined €20,000. The punishments, which relate to the games between Lazio and Genoa on May 14, 2011 and Lazio and Lecce on May 22,
