For the money in the modern game, can't see why both aren't implemented.
Personally I'd prefer an additional ref in a prime viewing spot in the stand, offering a better perspective on the game. I wouldn't want them to have video reviews, I just don't like the idea of any sort of halt of play for review. But I think an official with a broader view of the field could really help the ref. And I'd want that official to have pretty much the same powers as the ref. If they say it's a sending off, the ref needs a really good reason to disagree.
Each team should have 1 challenge per game for incidents, goes to a video ref he says yay or nay then that's the end of it

In a clear cut case, perhaps. Even now there's still no consensus (due to the bewildering construct of the offside rule) on whether RFM was offside for his goal vs City, for example.It's only takes a second to see if the goal is legal.
