They would undermine the demand for non-tarnished product

Given how many people are on some kind of welfare I should think this would do that as well? Besides which, it's not like the supermarkets are churning out an inexhaustible supply of this kind of produce, there must be a finite amount of the stuff that they can either shift on at a discount or send out to trash. Sell what you have at the reduced price, then once it's gone, folks will have to go with the regular priced stuff.
