How many times have I read some version of, "The club never said we would spend big" or "The club never promised Mata, Witsel, etc" But everyday the club openly promoted transfer rumors on their official twitter page. Everyday there was some sort of "What the Papers Say" that the club wrote and put on their official site. Everton was all for adding to the hype of this transfer window, but what they weren't ready for was executing the window like professionals.
