Sinister balloon lurking in the atmosphere

Imperial Japanese Army used Balloon bombs (FU GO) in world war 2.
Would imagine there are thousands of balloons floating about at any given time with all sorts of equipment from the professional to the hobbyist.
They did, but it wasn't an exact science at all. Balloons doing atmospheric measurements generally take column readings, and are subject to the many different currents at different altitudes.

Getting a balloon to travel thousands of miles to get over a specific spot would be extremely difficult.
 

Why didn't they try and capture it in tact? 20,000ft, hovering and not over a populated area. They could have recovered it. I suspect this is the US military creating a story to distract from the fact that they've been sending spy balloons all over the world for years.
